In December 2008, after rabies reached the island, the Governor of Bali signed Regulation No. 88, which shut the province’s borders to what Indonesian law calls rabies-carrying animals. Dogs and cats are named in it. So are monkeys. The prohibition runs in both directions, applies to any person or organisation, and the text carries neither an expiry date nor any circumstance that would let an individual pet through.

Eighteen years on it has not been withdrawn. The province’s own agriculture department still lists it among the regulations in force, having re-posted the document in late 2025, and Bali continues to report and manage rabies cases. It is a live restriction, not a historical curiosity that a well connected agent can talk around.
