The certificate is HA2839, completed by a licensed veterinarian and then endorsed by a CFIA official veterinarian before travel. The endorsement fee is charged per certificate rather than per animal, so two pets on one certificate share it. The titre test is the line most likely to surprise a budget, because it is a laboratory charge rather than a government fee and it has to be paid whichever way the timing falls.

How flight pricing works on this route

Airlines price live animals on chargeable weight: whichever is greater, the actual weight of animal and crate together, or the volume of the crate converted at the carrier’s dimensional divisor. On a lane this long the volume figure almost always wins, so the crate sets the price rather than the dog. No carrier publishes a live animal tariff for the UAE lane from Canada, so freight is quoted per booking against the crate, the routing and the season. A figure quoted online with no crate size attached to it is not a quote.

Two animals, and fifteen weeks

The certificate states the personal import cap in plain terms: a maximum of two cats, or two dogs, or one cat and one dog. It is written per individual, so a couple travelling together has more room than one person moving alone, and a household with three animals has a structural problem rather than a paperwork one. The minimum age is fifteen weeks, which is later than the twelve weeks a great many destinations use and later than the age at which the rabies vaccination itself can be given. A puppy vaccinated at twelve weeks still waits, and the wait is set by the age rule rather than by the vaccine.

The titre waiting period depends on the vaccination it follows

This is the part worth reading twice, because it is where the calendar is either short or long. If the rabies vaccination was a primary vaccination, or a revaccination given after the previous one had already lapsed, the blood for the titre test can only be drawn at least twenty one days after that vaccination. If it was a booster given while the previous vaccination was still valid, there is no waiting period at all and the blood can be drawn straight away. The result has to be 0.5 IU/mL or greater, from a laboratory approved by the competent authority.

Two further conditions sit on top. The titre test has to be completed within 365 days of arrival in the UAE, and the rabies vaccination given immediately before the blood was drawn has to still be valid on the day the animal lands. A dog whose vaccination lapses between the blood draw and the flight fails on the second condition even though the test result is well inside its year.

What is not included here

Your veterinarian sets their own fees. The examination, the microchip, the rabies vaccination and the rest of the schedule are billed by the clinic and vary between practices. Dogs need canine distemper, canine parvovirus, infectious canine hepatitis and leptospirosis, and cats need feline panleukopenia, rhinotracheitis and calicivirus, so the vaccination line on this route is longer than it looks. Internal and external parasite treatment is required within the fourteen days before export, with a product approved for use in Canada. The MOCCAE permit fee, ground transport at either end and boarding if a flight moves also sit outside the figures above.

What moves the price

Crate size is the largest lever, because it drives chargeable weight and freight on this lane is quoted rather than tariffed. After that it is the vaccination history. A dog whose rabies cover has been kept current without a lapse can be tested immediately and moved quickly. A dog whose cover lapsed, even briefly, restarts the twenty one day wait before the blood can be drawn, and that is the difference between a move that fits a posting date and one that does not. The five day examination window at the end leaves little slack, so the veterinary appointment is booked against the flight rather than the other way round.
