A Generic Form for a Very Specific List
On a route with a negotiated certificate, the form does half the thinking for you. Every condition the destination cares about has a printed line, and a veterinarian who fills in all the lines has met the requirement. Panama gives Canadians no such form.
What Panama does give is a detailed list, published jointly by its agriculture and health ministries and updated in March 2026. A dog needs rabies, distemper, hepatitis, leptospirosis and parvovirus. A cat needs rabies, feline viral rhinotracheitis, calicivirus and panleukopenia. Each entry has to carry its date, brand, batch number and expiry. Internal and external parasite treatment has to be documented. The animal has to arrive without fresh or healing wounds.
None of that appears as a prompt on the Canadian International Health Certificate, because that document is written to serve every destination and therefore anticipates none of them. The work on this route is knowing the list before your veterinarian picks up a pen, and checking the finished page against it afterwards.
Where the Apostille Fits, and Where It Nearly Does Not
Two Things That End a Plan Early
Panama has accepted apostilles since 1991, and Canada has been able to issue them since 11 January 2024. So the document route here is one step rather than the two that non member countries still require: an apostille from Global Affairs Canada, and no embassy legalisation behind it.
The timing is the part to watch. Global Affairs Canada currently reports processing requests it received about 25 business days earlier, plus mailing. Panama’s certificate is valid 30 days from issue. Those two numbers are close enough that a posted request can consume most of the certificate’s life before it comes back, which is why we settle how the apostille will be obtained before the examination is booked rather than afterwards.
The quarantine itself is at your own address and is authorised ahead of travel by the health ministry’s zoonosis department, by email, with the certificate and your arrival details attached. Panama’s joint requirements ask for 3 to 5 business days notice.
Two conditions end a Panama plan early, and both are worth checking in the first week.
The first is age. Panama will not accept a rabies vaccination given before 3 months of age, and it wants 30 days on the clock after that first dose. Together those put the youngest acceptable animal at 4 months. There is no waiver, so a young puppy or kitten travels later as its own move.
The second is the vaccination record. Not whether your pet is vaccinated, but whether the card actually names each vaccine with its date, brand, batch and expiry. A lapsed booster can be given; a missing batch number can be chased; neither is quick once the flight is booked.
Health Preparation and Documentation
The Canadian side is short and the Panamanian list is long, so most of the effort sits at the front of the schedule rather than the end. There is no titre and no facility quarantine. What there is: a complete vaccination record, a generic certificate that has to carry all of it, a CFIA endorsement by appointment, an apostille, and a home quarantine request filed before departure.
CFIA endorsement is by appointment only, walk-ins are refused, and the fee is calculated by the officer and paid online at least 3 days ahead. That appointment sits inside the certificate’s 30 days along with everything else.

Planning Timeline for a Canadian Move to Panama
Allow 6 to 10 weeks. Nothing on this route is individually slow. The length comes from stacking a vaccination audit at the front against an apostille queue at the back, with a 30 day certificate in between that has to cover both the endorsement and the flight.
